LEESBURG, VA, October 20, 2026 – The Building People has named Charles Parker Technical Director of Integrated Facilities Management (IFM), advancing him from Program Manager to a broader role supporting multiple Mid-Atlantic contracts. Parker will provide technical guidance and operational support to help on-site project teams maintain safe, reliable facilities that meet client requirements and support mission delivery.

Parker’s expanded role will bring additional technical support and leadership to our IFM teams, helping them address maintenance and procurement challenges before they disrupt client operations. By sharing practical expertise and strengthening coordination across sites, he will help teams deliver more consistent service, improve facility reliability, and keep clients focused on their missions.

Parker brings more than 25 years of facility management experience and has been with The Building People since March 2017. As a Program Manager, he has led operations and maintenance teams supporting offices, warehouses, vehicle maintenance spaces, and other specialized facilities. His experience combines hands-on expertise in building operations with the planning and coordination needed to keep maintenance work aligned with client priorities.

Before joining The Building People, Parker served in the U.S. Navy Seabees for over 20 years, holding senior operational leadership roles including Operations Chief/Safety Officer, Public Works Shop Supervisor, and Facilities Manager. His military career included leading 93 personnel supporting Joint Task Force operations in Iraq, overseeing critical MEP and utility systems, and maintaining mission readiness across expeditionary facilities before transitioning to civilian facilities management. That background informs his practical approach to solving problems and keeping facilities ready for daily use.

“Charles brings a deep understanding of what it takes to deliver at the site level, but what I value most is the trust and accountability he brings to the work,” said Shawn Morgal, Vice President of Integrated Facilities Management at The Building People. “He is someone I have tremendous confidence in and can rely on to follow through, support our teams, and do what is right for our clients every time. Charles has earned this opportunity, and I am genuinely pleased to see him take this next step in his career. I look forward to seeing him bring that same commitment, experience, and leadership to a broader group of teams and clients.”

Parker’s advancement reflects The Building People’s commitment to developing proven leaders from within and strengthening the experienced, trusted leadership behind its integrated facilities services.
